David Cwiklinski, of Windsor Drive, Magor, Newport obtained and shared horrifying videos of infants and babies being tortured and raped.

Among the pictures investigators came upon was a film depicting the “sadistic torture” of an eighteen-month-old baby.

David Cwiklinski also spoke online with other paedophiles about topics including using a concealed camera to monitor a swimming pool, photographing children on holiday and sniffing young girls’ knickers. He declared there were “no limits” and “no taboos” on what he wanted to do and boldly referred to himself as a “perv”.

The 47-year-old offers a great danger of significant injury to minors so that future offending could happen “at any time,” according to Cardiff Crown Court.

Following evidence indicating obscene photos were being published onto multiple internet platforms from devices connected to the residence, Cwiklinski initially came to the attention of officers in September 2019 when the Avon and Somerset force searched his property. He said he would seek help, and the defendant admitted to the police what he had been doing and agreed to freely attend an interview after officials had looked at the hundreds of devices they seized from him.

But in November, police once more got reports that photographs from the address were still being uploaded, and they carried out another search warrant to gather additional phones and devices. Saying, “Yes, I’ve done it again,” the defendant handed the police passwords from his online account. Shortly following his second police visit, Cwiklinski relocated to Magor in Gwent.

Tens of thousands of obscene photographs and films, including thousands in Category A, which represent the most severe forms of abuse, were discovered when police searched the defendant’s devices and the internet account, the court heard. One such video features what is said to be the “sadistic torture” of an eighteen-month-old infant.

Police also discovered a lot of online chat logs where Cwiklinski shared images and spoke with fellow paedophiles about issues including spy cameras, using safe networks to avoid detection, taking a camera concealed in a deodorant can into swimming pool changing rooms, sniffing young girl’s knickers and about going on naturist holidays to take pictures of women and girls.

Postal requisition charged the defendant in February this year; he was given a date to show up to court, but only days later, Gwent Police learnt he was once more posting obscene photographs to websites and apps. Welsh police investigated his house, and Cwiklinski turned up a memory stick with over 33,000 pictures. In his subsequent interview, he claimed he “could not help” be doing what he was.

Cwiklinski, of Windsor Drive, Magor, Newport, admitted making and distributing indecent images.

Judge Tracey Lloyd-Clarke said she had perused a pre-sentence report on the defendant that determined he presented a great risk of significant harm to children and that “a further offence could happen at any time”. She stated he ought to be rightfully classified as a dangerous offender and subject to a long sentence for public safety.

Offering the defendant a one-third discount for his guilty pleas, the judge sentenced him to an extended five-year term comprising four years in custody followed by an extended one-year licence period. Before he may ask for parole, Cwiklinski must serve at least two-thirds of the custodial element, but the Parole Board will evaluate if he is safe to be freed. For his lifetime, the defendant will be a registered sex offender.
